I have been meaning to ask. Is the "rain limit" a limit to how much total rain will fall or a limit to how fast it will fall?

Is it possible that the webaddress for the API call to ClimaCell_V4 is outdated? No matter what I try, I'm getting an error "webquery failed: Unable to connect to the remote server."
Looking in my ClimaCell (Tomorrow.io) backend, the API call should be made to
