I am not an expert in hosting but from my limited knowledge, here are the limitations. If the server has the entire car pack, then all the users must have the same car pack. You can't buy just a single car and join an online session if the server has all the cars loaded. As far as virtual rides? I know servers can have AI cars filling up the field but I do not know if Virtual Rides are included. Hopefully one of the experienced hosting folks will know more. Best of luck.
