What's the name of the server?
I tried to reproduce this issue. Like you say, the pace car does indeed spin out of the final corner.
The USF2000 AI didn't seem to have any issues however, the pace was fine and I didn't see any incidents (I drove 10 laps).
I have AI aggression at 50% and was using no chicanes. Can't think of anything else that should alter my AI experience from yours.
Try testing with AI aggression at default, 25%. Values higher than 25-30% on road courses can have a pretty big (often negative) impact in my experience.

Will I see the server as a non Steam-user?
Pretty sure you can. All was fine n flawless on my side before I moved and I'm not alone.
Just now the S397 server is indeed visible for me so just knocking on wood it'll remain like this for me

pls upload non steam version (rfmcp) because we need it for dedicated server
Tried turning down to 15% aggression and they're still not completing a lap without going off of the wet track during a race. Small field of 7 AI.

So, what steering angle is correct for this car? 630 degrees?
I took championship version and I get these values using Tuning menu:
Standard = 480 degrees
3% fix = 631 degrees
5% fix = 643 degrees

Backup your player.JSON and try a default one just to be sure, this has caught me out in the past when AI went a little weird at times
FYI I find Aggression over 60% just fine with Tin Tops, under 25% should be the norm for Open Wheelers but results will vary from driver to driver.
looking forward to this -- instacomplaint tho, would be nice to see more detail in the release notes.
This car makes me feel that the rest formula cars (F2 and F3,5 Renault) needs an update
this is the best driving experience from all other formulas even if are faster that this
RF2 amazing sim
Made 10 laps with default setup, just adjusted brake balance on Sao Paolo.
Fun to drive, well behaved, confidence inspiring car, tires seem to fight hard to retain grip on the track (noise + ffb+suspension reactions), without a strong propension to understeer, unlike other previously released OW that gave the impression of happily sliding on a smooth glass surface.
