I found 2016 skins for stock cars last night. I read the read me file that tells how to install it only the way to do it doesn't exist on my PC. It said c/documents/user/userdata/Rfactor2 /packages. Only that path could not be found. I tried multiple paths couldn't find anything in my PC that said Rfactor2 even through steam the only game that showed up was f1 2013. So how or where do I go to install the skins? Anyone know please?

Nope the only steam game that shows up is f1 2013 none of my other steam games show up. It makes no sense, yet if I click on the steam app, there they all are. If I click on the desktop icon for whatever game I want it boots up just fine. I don't get it.

It should be the following on a standard steam install:

    C: program Files (x86)/Steam/steamapps/common/rfactor 2/Packages

In your Steam library right click rFactor 2, select Properties, Local Files tab, Browse Local Files.

Off topic but useful info if you didn't know, also in the Local Files tab is Verify Integrity of Game Files.
This is the very first thing to do when you have problems with any Steam game.
