Unless one has a dedicated League with a website etc., opening a Multiplayer session is like fishing without a hook. A quick look in the server list should pretty much confirm that given that 90% of the open servers are empty.

#1 - State the Mod in the Name. Those looking for a server tend to prefer selecting to race a mod rather than track.

#2 Select car mods that are available on Steam. Its also better to select track mods that are on Steam as well. Granted some folks may see a track like Kyalami and join just to download the track, and quickly disappear from the server once they have it.

#3 Select parameters that meet the skill levels expected from the mod. For example, GT3 cars appeal to those who need lots of assists, F1 cars appeal to those who need few assists.

#4 Communication and planning goes a long way. If you don't have a website, use the forums here and at Steam to announce your server and plans.

Gathering participation from others takes catering to others so they have more than just "pot-luck" interest in joining your server.
