Just to expand a little on Coutie's response... When they talk about enabling that option, they're talking about the car maker (modder) adding it to their car. You, as a user, can't control this. This is car specific (defined within the car) because the way this is implemented can vary between cars, so a generic game-wide feature wouldn't make a lot of sense.
Brake first, then change down (instead of changing down as soon as you start braking, just pause for a moment). It won't take you too long to get used to it, don't worry.
