Steps to repeat, have a friend load the new ui and then get him to send you a setup. We used the oreca 07 in this particular instance which may be interlinked with the issue where third spring packers do not appear in the new UI.
I'd also like to remark that having tried the new UI it needs some re thinking from the UX design side of things. It's unintuitive to find multilayer servers, the setup screens are actually less easy to use, because they take what should be on one screen and put it on multiple. My advice would be to hire someone from the UX profession to help critique and find the optimal solution. It takes more clicks and time to get into a multiplayer server in the new UI than it did in the old.

And yet they still managed to make a new UI with a setup menu that's less intuitive, involves more screens, more clicks than the old one and even has setup options missing after 4 years of working on it. Quite an amazing achievement really.
I played around with 3rd spring packers some time ago and was not able to measure any kind of effect. As a 3rd spring has effect only when both suspension move in same direction, the 3rd spring packer should limit how much the car is pressed down especially at high speeds / high downforce. But the ride height was not influenced at all setting the packer to max at high speeds.
