SOLVED Server not accessible from the big bad world

OK I've setup a steamcmd server on the same machine as the game is located. I can see it and able to join in steam server list and ingame as a LAN server, however a friend in another state cannot see it, either ingame or via the steam server list.
We can both see it here =>https://fun4all.lt/serverlist/v2/rF2.php and here => https://simracepackages.lima-city.de/rF2server/, clicking on the join server links on either of those sites returns an "Invalid Server Details" error.... I can hear the screaming now that the ports are setup wrong, but i would disagree;
Ports in server's Multiplayer.json 27013 for http and 54297 for simulation;

and yes the server ip is correct;

I've tried with windows defender turned on (deleted all rF2 rules and recreated new rules for rF2) and also turned off, still the same error.
We've also tried a shortcut at mates end using the +connect command (to my external IP address and port 27013, same error.
I should mention that my friend is also trying to setup a steamcmd server and is running into the exact same problems..

I'm fast running out of ideas, so any thoughts chaps and chappettes.

What happens when you use the "default" HTTP Server Port 64297 (don't forget to open it for TCP and UDP) and WebUi Port 5397, in the Server Files?

I forgot to ask:
Is "Enable Autodownloads": set to true in the Multiplayer.JSON of the Server?

Tried that, 64297 tcp and 64298 and 64299 UDP, still not showing in steam server list, I can join using the +connect 127.0.0.1:64297 desktop shortcut, friend can’t see in steam server list nor ingame, and website joins give the invalid server details error. When I put the server webUI port to 5397(which is the same as the game) then I start server, then steam, then as soon as I start the game it will immediately kill the server process and hang the game, Alt F4 need to kill, so server is back to 5398.

I forgot to ask:

The computer was connected via wireless to router, so I thought it may have been the problem, but still get the same when using Ethernet connection. Didn’t mention earlier that I’d also rerun the runtimes in the support folder and the additional ones mentioned in other posts and on discord (2015-2022 I think they were).

Just make sure that all entries are pointing to your LAN IP. Above is mine working.

I have seen custom ones used in replacement of 64297, might be worth a go just in case your ISP is being annoying. Also Windows Defender/firewall not getting in the way?

Tried several different ones, all still a no go, with windows defender I’ve tried deleting all rules pertaining to rF2, created new ones manually, also let it create rules automatically when starting the server(the one where it asks if you want to allow this app internet access) and nada.
Redapg and I have been trying a few things, that’s on pause for the moment because I was googling my ISP and saw that they support both ipv4 and ipv6, but prefer ipv6, I’m ringing them later this morning to see what’s what. rF2 uses ipv4, so if their go to is ipv6 I’ve got to see how that can be changed.
 
Annnnnnnd we have a winner... rang the ISP and opted out of ipv6 on their end and also disabled ipv6 on windows 11, result was still the "Invalid Server Details" error. After seeing 8ball's post I googled my ISP and saw that they did use CGNAT, so rang them back and opted out, which they were happy enough to do. Upshot is the server now works as prescribed, I can see it and join from the steam server list, ingame and the 2 Server list websites.

I never would have thought that it could be something like that, because i never had such a Problem, caused by my Internet Service Provider.

I’d heard of ipv6 problems before but not the CGNAT one, another quirk to add to the memory bank ;-)
 
To no one in particular.

May sound dumb, it's best way to offline as well.
Races don't pause, racing on same computer there is no lag.
Set grids, swap opponents, make changes on the fly.
Testing cars and skins you can swap in garage, save heaps of track reloads.
Lap times are retained and displayed from each car you drive in session.
Get car stuck off track / causing yellows , use Borderless/ windows key and bring up dedicated menu while you are still lapping to boot offending car :p
