You need to have Afterburner installed and the On-screen Display Server running. In the sensor configuration of HWiNFO there's the option to add its sensors to the Afterburner on screen display (RIVA Tuner OSD).
Yeah HWINFO http://www.hwinfo.com/download64.html which uses Riva Tuner ***32/64Bit versions I like AfterBurner has slightly better fonts and I only use GPU readings as pic below online 24/7
Also remember it may depend how you run your CPU in bios. I run 4.5GHz, no management/no turbo , no power/thermal settings, manual voltages so I expect it to use all it can.

The rF2 exe uses just 2 cores for now. The nVidia driver will use additional cores which is what you're seeing. The AMD driver, last time I checked, does not use any additional cores, but runs on the same core as our graphics thread.
but surely if the graphics thread is pumping out just two cores then that wont affect performance? as all nVidia does is split those 2 cores into 4 so it's not actually adding 2 cores as such just sreading the usage around...is that right?
?? the graphics thread is running on one core, the video driver is running on that same core. nVidia driver can spawn additional threads on other cores to assist with workload. i have seen it run on several additional cores. apparantly, AMD driver cannot yet do this.

Why strange I had same usage. EDIT: You do all understand the difference between a one click overclock and advanced CPU, power and thermal bios settings I hope. These things in combinations can produce varying results on different systems. This could give varying core loads. I run all cores locked at 4.5Ghz it runs hotter that is why I run liquid cooling but for mine it performs better. By default Sandy Ivy bios limits other cores not utilized which can also lead to fluctuations in mutli core programs. Look here 7% load ...you say bios settings should have dropped it to auto 3.3GHz , which is normal I agree. But for my sims or to multitask while I run a room ........I say no and why ?
ok yeah understand that AMD is lacking in that scenario, trying to get my head around nVidia splitting 2 cores usage over 4....does'nt mean it's extra power to me just as you said assisted so performance is better....right?!? haha So when rf2.exe does take advantage of 4 cores then all those 4 are utilised to full potential (by both nVidia and AMD) and not 2 assisted by another 2....which is basically just the power of 2 cores spread out, so 4 is better......yeah I know what I'm talking about if no one else does probably totally wrong but it's been a long day!
Just FYI, I am seeing activity in all four cores with my 5900 series. It is a multi-GPU card but I have disabled crossfire. Edit - Also utilization across the four is quite low between 20-30% IIRC.

CPU load may be related to your max prerendered frames (nvidia) or flip queue size (amd) if the discussion here is on the right track - http://isiforums.net/f/showthread.php/13353-Maximaum-pre-rendered-frame-settings
Thanks for tip BF but I've become gun shy lately with so much tweaking. I'm running OK, though so no complaints.
I get CTD when clicking "RACE" in the main menu. rF2 worked a few days ago but today it didnt want to anymore. The first thing I noticed was that all the options and which car/track I had raced was reset. I changed everything back to what I wanted but got CTD when clicking "RACE" in the main menu. The only things Ive done on this computer since I last played is; play Skyrim and install/uninstall Assetto Corsa. I will reinstall rF2 to see if this fixes it.
