Would it be possible to have an rf1 to rf2 mod converter? This would especially be cool for tracks.

The conversion from rF1 to rF2 is not very difficult but would take quite a lot to automatize. It is extremely unlikely that such a tool gets done.
I suggest you to learn to convert tracks yourself if you really want to convert those tracks. I made a video tutorial to help. It is a bit old but you'll learn the basics and if you get to understand the procedure you wont have trouble to figure out other things.

You couldn't make a program to do everything because it isn't that straight forward, you have to open all your GMT's in 3DSimED and export them into rF2 format, before packaging everything using rF2's packaging tools. Nobody's going to make a program which automatically does everything.
Just do it yourself, it isn't that hard. Only takes about 15-20 minutes just to put it in the game (without texture upgrades and such).
