    Hi,
I am trying to perform a fresh install of RF2 with no mods installed but no matter what I do it still installs all the mods I had previously subscribed too in steam workshop.
    What I have tried
    1. Unsubscribe to all mods
    2. Uninstall RF2
    3. Delete RF2 folder from steamapps

Fresh install seems to go OK but when I launch the game it says downloading subscribed mods and installs them all again.

Is there anyway to get a clean install without mods?

    Thanks

When you reinstall rF2 and it starts to download all the content from the workshop, that we all apparently want, click
on "Browse the Workshop" in the rF2 library page.
Then on the right side of the Workshop page put your mouse on "Your Files".
    Then select "Subscribed Items"
Your mouse should be just under a big grey bar with the magical words "Unsubscribe From All"

I will give what you have suggested a try.
If this is the only way of preventing mods from downloading/installing it seems like the Unsubscribe doesn't really work properly if you have to click the "Unsubscribe All" button once you have started downloading?

If I recall, when you install rF2 it basically gets done in 2 parts.
First the core gets downloaded and installed then rF2 automatically subscribes to all S397 workshop content, downloads and installs it.
As a business it makes sense to get all your product out and seen but as a consumer, who may not have the time and/or fast download speeds, it can make the blood boil.
After the core is installed I think we should be directed to the S397 workshop page and be given the choice of what S397 content we want.

IIRC, you should set "Disable Workshop Auto-Subscribe:True" in rFactor 2\UserData\Launcher.config, otherwise it will subscribe to original content automatically at every game launch, nullifying your work.

    There is.
I'm fairy sure I tried that but it got charged back by rF.
I have a feeling I may have even had it as read only.
