You can reduce it by lowering special effects, but you can't eliminate it. You used to be able to disable it with special effects Off, but it's (rightly) seen as an advantage at times. I don't think the particles setting is related.
Yes, smoke in Vr kill fps and all that smoke is also unrealistic!! I hope Studio 397 reads this tread. I think for them it is not very difficult or laborious to make the emission of smoke disabled.
I don't mind the effect. It adds to immersion but what good is it to me if it induces stuttering(on some tracks like new nordschleife) which on other hand kills immersion. If it really is considered advantageous then option to turn it off only in single player wouldn't harm.
