What does "These tires have quite a few vertices" mean? How many polys do they have? I don't think that there is a restriction from the game itself. Think at large tracks like the nordschleife. Do the objects have the pivot point 0,0,0? If not, they maybe are moved under the surface, that you just can not see them. In the scn file, the whole section "View=C......" is good for what? And the tag "HATTarget=True" should be used for drivable surface meshes only. I don't think that this could be the reason, but change it into HATTarget=False, to see if it helps.
