I think it's not possible, because a skin shall be associated to an existing car in game (VEH), so the folder of a car shall match with an existing VEH in the used mod. The skins in rF1 work like this too, but you put the skin in a folder with the nam of the veh+SKINS (and so you need a veh to put a skin)
