Portland International Raceway 0.91 timezone

    Portland International Raceway 0.91 set to Pacific Standard Time (GMT -8), but Oregon observes daylight savings so on September 1st is Pacific Daylight Time (GMT -7).

    In Portland.gdb file the RaceDate set for September 1 and "TimezoneRelativeGMT = -8.0", but need DSTRange set for correct time. This change would make it easier to plan in consideration for sunrise and sunset. Sunset on September 1, 2019 was 7:48 pm PDT (GMT -7).

    For 2019 daylight savings date range, 10 March to 3 November, or day-of-year 69 to 307.
    DSTRange=(69.042, 307.083, 2019, 2019)

    Many States are considering doing away with the Daylight Savings Time. So if they do, there will be no longer be the 1 hour change twice each year. I am assuming they will choose the Summer DST and not the wintertime standard time. This will not be consistent across the Nation. States like Idaho, which has both Pacific and Mountain time zones will be pressed to match other states. So North Idaho may permanently change to match Washington State since the bulk of the border population is condensed around two cities. But Southern Idaho has to match up with Oregon, Utah, Nevada & Montaaaaaanna... Which time zone will they choose?
