I changed windows settings to 75Hz as well. there is a option in widows and i checked that.I think the information for refresh rate comes from the monitor via windows. Using the Nvidia control panel may be bypassing that and rF2 might not be able to access that change. However, make sure the video config correctly lists your video card and does not display AUTO.
Don't know if that will free up more available refresh rate options. You may have to manually edit an .inf file and even that might not last past your first reboot.
It's been so long since I dug into stuff like that, I can't really say. I was going on foggy memories of years ago. look at the dx11.ini in the user data folder. Regarding the selecting correct video card i have done that as well.
selected my GPU instead of AUTO.
I don't think i saw refresh rate settings in .ini file where is it ? in documents?
