I can't prove it, but I think there was a reduction in sky graphics two years ago when we were getting two to three DX11 updates per week. I believe....in the effort to squeeze out more fps, they reduced the skybox graphics.
I have upgraded to a state of the art graphics card and set shadow settings to max (even in VR). For me shadows are perfect.

Also plenty of people have criticized the choice of UE4 for ACC and the lack of triple screen support and poor performance in VR. It's not all roses on the other side. This is why the sim graphics debate is a bit useless to me. One guy prefers sim A graphics, another sim B and it often comes down to preference rather than facts.
Honestly the only things I envy from UE4 are the particle and lights system, if S397 would copy those rF2 would look better than any sim out there because its colors look more real to me (as long as the content is well done like Sebring), rF2 night is dead now with PBR >_< (but the game's lights have always been bad anyway imo)

I still think that something is lacking there in the track, something is missing or is not not pronounced properly. And those shadows are definitely an issue, but I believe it could get better, Lemans shadows looks quite great. I saw that screen was getting blueish when going through more intensively shadowed places, why was it so ? That was quite a moment at 4:44. Now I wonder how fast FE would make the lap. I expected that there will be few words with Rene as he appeared in the vid. Thats quite optimistic that it would only need a week to perfect it if it was released today I don't think that it is that much perfect by now

The one item that caught my eyes/ears was when the pro driver lost it on the dip at a corner that has been repaved since the track was scanned. I'm not disappointed, but rather encouraged that the laser scan accurately picks up that type of surface change. I will say, they are much braver than I am(and my times reflect that) at the end of the lap he was saying , "Flat, Flat, Flat" when I would already be doing brake brake brake.... sigh...
That's very significant undulation there, even lidar would pick it easily if trees wouldn't block lasers.
