No layouts selected when packaging

Hi guys,
Been out of the game a while. Trying to get a server or two up but keep getting the error attached in the screenshot. All the mods are installed. I'm a bit confused.

 

No layouts and no cars either.
Something is not properly working with mas2.exe.

I have always placed mas2.exe in rf2 root folder and never had a single problem.

 

The problem is persisting, sadly

 

I basically re-installed on the server and got it working. I have no idea what was wrong before.
