This Thread is marked as solved, because it is solved for me and i hope, it's also solved for all Others, that do have it. The Solution in my Case was this: The Computer, with that i have the Problem, is standing in a Location where no Internet is available. And so i have the Network Adapter deactivated permanently, except of the Situations, when i take it to my Home, to e.g. update rF2. And the Problem was, that the Unlock.bin File was getting binded to the Mac Address in one of the latest Updates. And i obviously missed that Info. As @Alex Sawczuk mentioned now (thank you again for that ), the Mac Address changes, when different Hardware gets loaded and so the Unlock.bin File doesn't match the loading Harware anymore, when it was created with the Network Adapter being activated and then used with the Network Adapter not being loaded. So the Solution in my Case is, that i leave the Adapter activated now and that solves the Problem. @Coutie Since you are the most communicative Staff Member in the Moment, i would like to ask you this: Why is it not possible to use DLC, when there is no Internet Connection? Like it was said in THIS Thread, it seems to work for some, but not for Others. And i don't understand how that can happen. I still have the Unlock.bin Files in my UserData Folder, that should be enough to identify me as the Owner of the DLC, right? So why can't i use it, when i have no Internet Connection? To be more precise: DLC Cars completely disappear from the Car Selection and the Tracks are there, but display loading Errors about not found Content. Sorry, but we should be able to run rFactor 2, no matter if we are connected to the Internet or not. Could you please try to investigate, why that is not the Case? And a Solution would be the "Crowning". Thank you very much. Chris
Uh, not sure really, for me it works ok, just takes a long time for the game to start for some reason.
Thank you for Replying. And sorry that i ask again, but you really can use the Car and Track DLC Content, when your Computer is completely disconnected from the Internet? If yes, do you have any Idea what could cause it, that i and Others can not use it anymore then? It's a bit strange.
It could be due to the way things are encrypted, I only tried offline mode, I guess it's different. I would say at this point, it probably won't be fixed.
@Coutie Here is the Video, that shows in which Constellation the DLC disappears/is not working anymore. Your Point with the Encryption is a good one, when i look at the Error Message. @Marcel Offermans Do you maybe know what could be the Reason for the Problem? And if it maybe can be solved on User Side, because it seems to work for some, even if they are disconnected from the Internet?
I don't mind taking a closer look with you @redapg to see if we can figure this out. The encryption for store content was most certainty designed to work offline (as for example quite a few sim centers using rF2 rely on that). That said, I've not been in the loop for over two years now so things might have changed. Feel free to ping me on discord or via email.

Chris and I are in direct touch, but in short I can confirm that for me, rF2 fails to load any DLC when offine. This is certainly a regression, DLC was originally designed to work off-line and it no longer does.
Thank you very much for your Efforts to test it! So now we have the Confirmation from an ex leading Insider, that rFactor 2 worked properly without a Interent Connection, in the Past. So PLEASE everybody who has the same Problem, post here, that we can make a bit Pressure to MSG, that it gets fixed as quick as possible. The more complain, the more Attention we'll (hopefully) get.
Edit: DLC works again offline after full PC restart. ------------- Just done 30mins multiple tests with steam in offline mode and internet cable pulled out, and all I got was an infinite white screen (guessing the game was probably doing some kind endless authentication check without a timeout setting) after startup, had waited 10 more mins and still nothing, it's not even possible to play the game offline for me, and had to kill game process to quit. After plugged internet cable back in while steam was still in offline mode, the game started normally, and no issues with DLC or anything. It seems that it doesn't matter whether steam is in offline mode or not. As long as internet cable is pulled out, the game is unplayable from my tests.
What is really helpful is if more people can confirm the issue. We all know the focus of the development team is on LMU but I am sure that serious bugs will still be looked at if confirmed by enough users.
Hi Guys, I understand the importance of DLC working offline, especially considering we paid for it. So, I conducted a few tests under different conditions to see how well rFactor 2 handles it. Here are my findings: Ethernet Active, Wireless Disabled: I had my Ethernet connection active with the wireless disabled and opened the game. Everything worked perfectly as expected. No Ethernet, LAN Cable Removed: I disabled my Ethernet adapter, removed the LAN cable from my PC, and opened rFactor 2 again. I selected the Sebring track and a GT3 car, both of which are DLC. Everything worked fine in this scenario as well. Steam Offline Mode: I entered offline mode on Steam, received the prompt indicating I was offline, removed my Ethernet adapter, and disconnected the LAN cable prior to enabling offline mode. This test also went well, with the DLC content accessible and functional. However, I did notice an issue when in offline mode. The game seems to hang frequently, almost as if it's continuously trying to authenticate with the game servers. There was a significant pause in the main menu, and after loading into the track, getting in the car, and then returning to the menu, it would hang for 10-15 seconds. Normally, the game runs flawlessly. While the DLC is accessible offline, this hanging issue detracts from the experience a bit.. Also, I did launch rFactor 2 prior to all of these tests, so I am not sure if some 'token' may be why it works for me. Perhaps I need to fully restart my PC, go straight to offline mode and test again? Perhaps you may be able to give further insight on that, Mars?
@Pales So you are One of the luckier Users. Be happy about it. But it's even worse, that it works for some, but not for all.
I'm in the lucky basket too, tested on my laptop which is wifi only, so the way I tested was....in steam went to offline mode and exited steam, then turned off the router(also the power at the wall to make sure nothing was getting through), fired up steam and selected the play button for rF2 and all DLC available and driveable from the select car menu. In the content menus though nothing showing up in either workshop or store tabs, which is what I would expect as the correct behaviour there.
All ok here too. Tests carried out Running rFactor normally: all ok, no waiting (only usual) Switch to offline mode in steam: I start rFactor (delay in authentication as I go through the menu to the garage) everything seems to need supervision every step I select. All ok I exit Steam in offline mode and restart: I run rFactor and get a "could not sync" warning (authentication delay as before) everything ok. I exit Steam, disconnect the network cable: error code -106 when restarting steam. I run rFactor same authentication delays. Everything ok I reboot the PC and Steam starts in offline mode (error 106 appears again, this time rfactor takes a bit longer than usual to start (black screen) the delays in the menu to the garage are also longer than the previous time.
