Does the steering show up properly in the calibration screen? What are your settings? *if it's not working...have you assigned Steer Left and Steer Right?

I'll try to keep it simple for language. The "Menu FFB" isn't FFB. That is just your wheel centering itself. Not having any force at the track screen is normal. The wizard wants you to point your wheel to the left, not keep turning it. But don't worry about it. Set the custom range to 900 in the settings, and your wheel. Turn off everything under "Difficulty". Screenshot your wheel settings, or Windows control panel controller settings (Run "joy.cpl"). Your wheel FFB strength should be 100%. In the game, set the strength to 100 (not 40).

The wheel might not be seen as a wheel by windows (and rF2) and stop the FFB being sent. It may require someone who knows more about that wheel, and how games communicate with devices, to get it working. In joy.cpl, the first tab (you've shown the second tab/page) is the wheel the only device?
