use steam to verify files, use steam to unsubscribe/quit/resubscribe did you join an online race with custom skins? you might have a vmod at the bottom of the packages screen that is conflicting with your version. is it just Nurburgring or all tracks? Have you tried solo with a different car?
Only way it will start is Dev mode, deleted vmods, video driver on video setup is listed as v0.0000.0000
I'm a little confused (normal state for me) about the nature of your problem. Can you start rF2? Is it only Nurburgring that won't start? Do you have any other versions of Nordschleife or Nurburgring in your packages directory? You haven't really given much detail so it's pretty hard to give you helpful information. I mean "Win 10 Pro, ssd, reinstalled runtimes etc...still won’t start" isn't a lot of info. The Nords DLC will have issues starting if you have older / third party versions installed due to conflicts.
rF2 will only start in Dev mode. In Dev Mode video setup it lists the video driver, in Single Player the video driver is v0.0000.0000 No other Nurburgring
frustrating, I always check that video card option EVERY time I boot rF2. Often it doesn't change, but other times it will fall back to a default that may or may not work well. Did you unsubscribe from the Nords track? make sure you exit steam completely and then Steam should automatically re-subscribe and download.
Wait, so the track doesn't work or rF2 doesn't work (except in devmode)? "Nurburgring now won't start" sounds like the track previously did work but now doesn't; did you mean you got the track and now the game won't start? It's a bit confusing.
