Question. Which tool or plug-in can put the surface to a point cloud? ... I have a few days trying to find something, and it does not work ...

You have to build a 3d mesh over the pointcloud. Its main use is as reference, not to actually be converted into 3d.

how to put a road on a point cloud? Which tool?
 
O_O ... I do not believe it ...

is a great tool Compound Objects> Comform ... but unfortunately it does not put objects into points.
 
Testing and developer a new script

The trees are created by the level of texture color.

To do:
-Various types of trees
-change scale.

I can think of more features to be implemented in script:
1. variation of tree placement - rows and columns are very apparent at the moment :)
2. once variation is added, you need to make sure no two trees stand too close to each other
3. trees that are surounded by other trees should have less detail, while exposed trees should have higher detail
 
Well...if you add the tree variation in size and type, plus the K Szczech suggestion...could be a huge script very similar to the E-oN Vue trees brushing.
