So this is the chain of events:
    1) Was running laps, and then lost out of the blue all use of controls (wheel, pedals)
    2) rebooted system, made sure controller works
    3) Started RF2 per usual, (VR), Pressed race and got the OVR Call Failed message.

So far I've checked game integrity, cleared cbash and shaders and I don't have the d3d9.dll files.

edit: update -- RF2 works in non VR (ie the above problem doesn't repeat); other games work fine in VR.

Can you offer more information on hardware you are using? It might give us some clues or ideas.

Using a rift for VR. I don't think it's anything else hardware related as every other driving game works as they should except this one, and only in VR

The OP has an open VR call failed message. You aren't using VR. Can you explain exactly what your issue is?

bump. still haven't found a resolution atm. If any of the devs may have ran into this and provide some insight, that'd be great. Thanks in advance.
