Dom Duhan said in the interview (official site) that they have more freedom with LMU to do stuff than with RF2, that may go someway to explaining why this Sim will have new stuff not in RF2 and that doesn't necessarily mean it'll be back ported.
I read that as "we don't have to commit to make a realistic sim, we can add more arcadey features without complicated physics processing". For those who only wanted a new title based on RF2, yes, but look at PC3. It could be anything.
I'm guessing that the game will ship with 'dumbed down' controls by default, but with some menu changes and some JSON fiddling it will be possible to turn it into what it is - rF2 under the hood.

race control, championship, ect..... should be easy to implement into rf2. Maybe even another new UI. but wouldn't expect to much this yr unless its just a copy and paste. i cannot seeing it being arcade like but time will tell and especially the reviews, which i will be reading very carefully after their nascar 21 ignition was a huge failure. If successful i see a lot of single series sims made from MSG in the future, as they can cater for PC & CONSOLE. Probably end up being their main focus over everything else, even the infamous and famous rf2.
It won't. If you want to make it easier, you'll be able to change difficulty settings just like in rf2.
First I'll start by mentioning that I didn't see much that suggest LMU would be dumb down or Arcady... it's always a possibility/fear tough. But even then... we could see it as a plus... imagine if LMU end up dumb down to the point of project car... (again unlikely) But if it does... it would not compete as much with rf2... and then might make it 'easier' to port the content... to rf2... and re-sell it for the more 'hardcore' crowd... (which could happen anyway... even if LMU Is as good as rF2, if not better...)
I think this quote gives us all hope for the future of RF2 from a roadmap earlier in the year. “rFactor 2 will never be the same again”
I wish someday it will be possible to race in LMU in actual LeMans race against real drivers. All real cars will have trackers and will be used as live ghost AI. And I will win because I'll use all the helps and run on easy mode with twice as much grip, no aero stall and with sliding friction at very high.
After being SPOILED by the last 18 months of progress with rF2, I would be happy just to see another update get pushed out.
