It's most likely your CPU. What are your computer specs?

Make sure your CPU operates at full specified frequency during gameplay and that no other program is eating up CPU cycles. Also test with changing the "use thread" parameter in Controller.JSON to true. If none of this works, it's likely a poorly built mod or track that is the issue.

We have had the same occasionally in the last weeks.
All of a sudden the car starts to drive like a snail.
I restarted the dedi server and it was fine again.
    I run a first gen i7 920/12GB/R9 920 on a 200down/20up connection, my fellow simmer a 6th gen i7 6700k/16GB/R9 920 on a 80down/12up connection.
    Ping between 8-12 and 16-20.
Never had this happening since we started running the dedi in 2012.

My friends cpu problem, Ctrl + C purple bar maxing out and game stuttering, my have been heat related.
I thought the crazy high cpu temps couldn't be correct but to be safe I recommended immediate action was needed.
He replaced the stock Intel heatsink and fan with a much larger heatsink and 120mm fan.
Now his temps are normal and rF is running smooth as ever.
Unfortunately a new problem has surfaced, his confidence at close quarters racing has grown and lap times have shrunk which, as an opponent, is a major concern. :(
Sometimes it doesn't pay to help people.

I have the Same problems but only during replay. Tested the usf at a cart track. Can't remember the name of the track. Purple bar is randomly on max while cpu load is quite low and frames are high. Intel core I7 3770K. The strange thing is, that issue appeared after a completely fresh rf2 install.

I see op has a 6 series cards. Lot's of issues reported with 6&7 series cards lately. If you have them, try going to the DX11 test build.

That option "agressive threading" in video settings menu is good for which scenario?

Yep. I've got a gtx 680. But that's the first time I have trouble.
