Ok, I will try to recap your control problem just to have it clear.
When you launch de game and you set your FFB multiplier too, let say, 1.2, if you quit the game and restart it another time, the FFB multiplier is back to 1.00.
And we are talking from the same CAR right ?
So if you set it to 1.2 on the F1Karts next time you launch the game, the F1Kart will be back to 1.00 is that correct ?
If yes, does it happen to all thing ? Like if you are changing your driving aid ? you graphic ? your session setting ? or does it happen just for the FFB ?

Are you sure you are not switching car or track when it resets? I think there is an annoying "bug" that the FFB multiplier is tied to the mod, so when you select All Tracks & Cars and later load another mod from the mod picker, the FFB gets reset. I have never heard of it getting reset just with a game restart.
Do you really select exactly the same car (same skin / number)? IIRC vehicle specific settings are mostly tied to a specific vehicle instance.
Does an XBOX360 gamepad even have FFB?

Ok, I just took a look for the FFB multipiler is saved by car into a file name "all_vehicles.ini" located in the "Userdata/player"
you can open that file with a notpad and take a look. Car are divided by car number/skin and the value for FFB MULT is: FFBSteeringTorqueMult=1.000
I suspect that the file is in a kind of locked state and RF is not able to save the file. you could try to edit the file and put a different value or you could just try to delete the file and let the game re-create it.

I guess that if you put it in read-only rfactor will never be able to make change to the file.

you should try to make the file that rf IS able to write to it.
The is probably your problem. When you make a change into the game, when you exit, rFactor write to that file. Next time it launch, it read from it. But if the file is locked/read-only when you exit, rF can't write the change into it. so next time you launch, it read the valu from last time.
