Can set a center offset moving a imported object( kml or image). First select the object press “Read old Pos” move the object to the desire location and press “Set offset”. the next you import will match the new center.

yes is better relaunching max other option is run the script (MAXscript menu-->run) once.

something in 3dsmax 9 is missing i thing is .NET

You have install .net 3.5?

Or maybe need to upgrade to 3ds MAX 2010 or 2011

Well, upgrading Max is going to be a massive and expensive problem...
