iDT St Petersburg, needs a dx11 conversion

PWC is at St Pete,(The track in Florida not Russia) we have a version of this track for rF2, but the entire front straight is just one gigantic white bloom. Still raceable, but can it be cleaned up?

There is just one place with bloom still. At Turn 1, there appears to be painted lines near the end of the s/f straight. Those lines are full glowing white. HOWEVER, not such a game breaker as the entire front region blooming. Thanks!
