So I created a <trackname>.ini file in DevMode using AI Autocalibrate 1 for a car/track package I'm working on...
My question is, can I package said .ini file with the cars so the modded AI already know how to drive the track optimally? I'd rather this than copying the .ini to all 26 car folders for 5 tracks...

Also, if I can package the file with my cars, does it need to be referenced somehow in the .veh or .hdv files or does it just work automatically when packaged together?

    Hello
Given that from RF1 and RF2 there are several differences in working system files, like for example Autolearning.ini files ( I'm not sure they are working in RF2......), You should nominate the Autocalibrate.ini file with the Track name where You obtained it, and then You have to put this file in the directory of HDV and TBC files.
If You are working in ModDev, this is not difficult..and then You can compile your mod, including Autolearning file.
