Hi, I'm setting up a server with a BMW M4 Class 1, and I want to keep the setup closed, but change the stock setup. I know it can be done through upgrades, but there are certain settings, such as the dampers, the differential, etc., that I don't have the information to generate. Is there any other way to change the stock setup through the server?
If i understand you right, you should be able to achieve that with "fixed Setups". I've made a short Tutorial about it some Years ago, but it still should work. Download

I ran a server for years all I did was run the setup offline first. Is good for offline too, you can set fuel for AI then change your own fuel making ballast for either, also stagger pit stops.
Yes, what you have written is all what has to be done, if you use the integrated dedicated Server. But if you use the Steam Command dedicated Server, you have to copy and paste some Files to it.
They lost me when they changed that. All in the pursuit of race control while fixing nothing else. What they have to show for it ? They can't even be bothered changing up the session conditions. Then if I want to pay for server to host my favourite car I have to drive their horrible version instead of the one I commissioned that drives rings around it.
I remember a few years ago doing this on a remote steamCMD server and copying over the svm and gal files to the server and place them all in the correct folders and edit the server's player.json file.....couldn't get it to work for ages until the penny dropped about having to edit the gal file so that it was pointing at the correct svm folder....worked perfectly after that.
I don't know/use that Server Renting System. So you can not run every Content that you like on that rented Servers? I think that is one of the most missing Things in rFactor (1+2), the Lack of official Manuals about such Things. And it is also the Reason why normal Users try to fill the Gap with own produced Manuals, that unfortunately are spreaded all over the Internet (of course ).
