I have really big problems with the stock cars in RF2, the FFB is oscillating all the time, even at "0" minimum torque.
And the steering doesnt feel right when you drive it, it doenst center when driving, and there is no real felling of "load up" when going left and right.
The wheel i have is a Logitech G27!

it does seem to pull to the left under throttle, thought it was a characteristic.. By why do that on a road setup?! Oval i could understand..

Properly because you havent added any ackerman steering, doing that fixes the snap oversteer, and pulling to left/right on throttle for most part. Still doesnt fix the non-communication FFB!

i can honestly say i dont have your issues.

i normally have to add a load of caster too, to help feed the wheel.

Maybe thats the reason why, the t300 is more powerful than the g27, and can proplerly transmite the ffb better?.
But your wheel does not oscillatie even at high torque settings?

if i set a min force higher than 6 i normally get oscillating when stood still or down straights. If i run really high ffb gain, it will wait to break my wrists over every kerb or bump.. Oscillations at high torque? dont think so really .
