Graphics config tool in Stem installation?

This may be a stupid question, but where is the graphics config tool in my Steam installation?

 

In the launcher window, click the third box down from upper left. It looks like a 14 toothed gear. Then click the Video settings button.

In other words, exactly the same place he would have found it on the non-Steam version...
