I have a Dual Core E8400 from Intel, tried the +fullproc command and noticed no difference whatsoever
OK. In plain words - rFactor 2 doesn't need that parameter, because it by default can utilize two cores (support for more planned in the future).
How would he have known it's in the FM? I've been playing rFactor for years, and only heard of it yesterday - in a forum post regarding Game Stock Car 2012 no less. If you know something is in a manual, do not assume that others will know it's in there.

A long time ago i talked with one of the devs, which told me that "fullproc" is the new default and not needed anymore. It might have change in between, but i doubt. You dont need this switch, but the "+autojoin=SERVERNAME" might be interesting for you in the multiplayer cli.
