Forced Upgrades on dedicated server

Hi there,
i tried to use forced upgrades on my dedicated server, but it didn't work.

I used different ways of the FavoriteAndFixedSetups.gal file or e.g. trackconfigSilverstone GP [1975].ini file,
but nothing worked.
Everytime when i start the dedicated server the FavoriteAndFixedSetups.gal file is overwritten with a blank file.



Can someone explain me, how it will work?
