FavoriteAndFixedSetups.gal being ignored?

Hi, im trying to run fixed setups on my server however my FavoriteAndFixedSetups.gal keeps being overwritten by the dedicated server?

The top entry is mine, the bottom is added by the game?
The setup exists in the directory. but never applies?
