I know, I wouldn't have believed it myself either. Just as a process of elimination, could you try a different cable in a different port on your PC & monitor (if available)? /straws firmly grasped! Have you tried with 0 AI & everything set on "Low" just to see what happens?
Yes, I tried using minimal settings to no avail. I might buy the different port idea if not for the fact that everything else I'm running works flawlessly. If it were a port problem my presumption would be that it would affect my other sims and programs as well.
If you stick around, you will see quotes like this every so often. 'It works with all my other...." rF2 is ....unique in some respects.

OK, then i'd try a couple of things. What Coutie said three posts above. Uninstall rF2, delete the folder (should be C:\Program Files (x86)\Steam\steamapps\common\rFactor 2\) and install again. It's possible that there are some old files causing the problem. I recommend you not to think in this way. I've seen things really strange.
I tried this once before, but just tried it again without success. All files are verified according to Steam.
Point well taken about strange occurences. Tried the port change on the graphics card, same result. Monitor has only one HDMI port. I have done a complete manual deletion of all remaining RFactor 2 files after doing a standard uninstall twice already. After reinstall I get the same issue, game will boot in 32 bit, but not 64 bit. Being that I normally only use the sims for practice for actual LeMons races, I may just content myself with the 32 bit rather than continuing to chase my tail.

After reinstallation, I ran all the DirectX files included with RFactor2 just to make sure everything was loaded. Thus, unless there is a component that RFactor2 failed to include, everything should be right. Famous last words. As a precaution, I just tried Microsoft's download...result...installer said no installation needed, all files equivalent or newer.

Just ran Windows upgrade, system showing version 1909. Unfortunately, RFactor still won't boot in 64 bit mode.
2 things you might want to try. I know @lagg suggested running in admin mode, did you try running Steam in admin mode? He is referring to the Betas program. Steam Library - Right click in rFator 2 - Properties - Betas - Opt Out from all betas. Another thing. Disable your antivirus, in case you have.
Hadn't tried Steam in admin mode, but had tried sim to no avail. The last time I reinstalled I put the files on a different drive just to test that idea. Made no difference. I'm already opted out of betas according to Steam. Turning antivirus and firewall off makes no difference, still won't start in 64 bit.
