Failed to install/download packages

While trying to join my own server this is the message i get i am trying to run this server off the same machine that i am playing on and this is my first attempt at it but i keep getting this error

-I have the rcmps in the packages folder
-I have made the MAS without anything checked on the left side
-I have also changed the multiplayer.json file to have autodownload enabled

I am pulling my hair out here lol

Are you joining with the same client you are running the server from? Not using a separate SteamCMD install?

Might be a problem if you are using the same profile for client and server.
