Er, I think you need to configure the server a bit more as "package not available" was the message I got when trying to connect.
We've got some teething issues with the server. In the meanwhile do you use the RF2 Steam Workshop? https://steamcommunity.com/sharedfiles/filedetails/?id=922034133 If not I can forward you the file - or let you know when the server is serving the packet.
I have the track, probably have the car, but until the package is available, the game is not going to let me join your server because it uses the package to compare what I have with what the server has and looks for discrepancies.
You might want to remove the "no duplicate cars" restriction on the server since there's no registry and people just drop in. One person was bounced for that while I was on the server.
