So we are creating the RFM files for a league I am Admin with and we want to try something that I am not sure is possible.

We want to create 2 seperate class of things we want to have PRO and AMATURE class with a twist.

The PRO class will have OPEN setups and the AMATURE class has CLOSED setups.

Does anybody know if there is a way to edit the RFM in this fashion.

If i understand you right, the only way to do that, is to edit the hdv and if the upgrades.ini has physics options, also the upgrades.ini, to fix the settings for the amateur cars.
Entries in the rfm or the fixed setups feature will affect all cars.

Yep, use an upgrade and in that upgrade lock the values for your various setup options down.
