Is there any plugin to block the use of other plugins? Or is there a way to know what plugin used in a server and from who?
No. You could potentially make a plugin that reports its own use and checks for other plugins, but it wouldn't be bulletproof. And, depending why you're doing it, you'd also have to consider checking for other programs (not just plugins).
