When testing my new wheel (being fascinated at the wobble) I noticed that crashing hard into the barriers at Donnington can lead to crashing the game. It either hard crashed the game, having to close the game via Task Manager, as seen in the first video. Or messes with the game engine, preventing you from further driving while still being able to close the game, as seen in the second video. In both cases Steam fails recognise the game being closed/ended, meaning I also had to close Steam via the Task Manager. Both cars tested showed the same behaviour. In between the videos I had Steam check the game files - all were ok, and enabled the logging traces. It appears to be related to the impact velocity, just a guess of mine tbf.
