You have to many unknown variables to make a case. If you want some answers start running the different builds under the same conditions. Reinstall and take a look at them both now, not months apart. Then, log the CPU load (game load and total system load) with the resource monitor not the in-game gauge, it much to simplistic. Log the temperature at the same time, not only CPU but the system temp inside the case also as it will severely affect the CPU temp. Report back with the new data. If later builds generate a higher CPU temp, the differences can be anything from optimized code to having more active threads utilizing more CPU cores.
