Actually I can but they get re-installed every time I start rf2. This is enough to keep me away from the competitions. How do I get rid of them for good?
I found you can Un-subscribe them in the Steam Workshop. They are mixed with all your tracks and cars, so you may need to scroll a while to find the one you want to delete.
I had this problem, they dont seem to show in my subscribed list, turns out they are hidden. I had to find the steam workshop ID of the package by looking in file explorer, then going direct to the item page and subscribing
