How about adding a boot-ai-option (kick all ai drivers currently on server) to the dedicated server interface and as a chat command? I use to add AI drivers to "put some rubber on track". Getting rid of them when they did their job would be easier with such an option.
Furthermore would it be possible to add a track vote option where you can pick from a list of all available tracks? Currently you either can vote for next track or enter the correct chat command. But most players don't know the exact event-names you need to enter for that. I'm sure such an option would be a nice addition for starters.
