Yep, but I think he did that mostly to hush pedant requests. Maybe they did try and did not like the result, or they though it would be too time consuming, as LilSki said. They had to work hard to port the game to consoles, nevermind adding weather.
So your saying the devs time worth more than anothers! I'm sure if Kunos wanted it they could have spent their free time implementing it, it clearly wasn't an engine limitation but a financial limitation and that's what should have been said from the beginning.

Do you believe he knew that was "possible" at the time he said? Sometimes an engine limitation could refers to a financial limitation, also. Maybe he believed that that someone or team working for free would not spent time and Money necessary on this task calling this an "engine limitation" (if it was a simple engine to work, probably he wouldnt said that was impossible)
I also heard it doesnt affect FPS. It looks fantastic but the driving in AC is lacking compared to rF2 and to me its the most important aspect. They did a really good product and its great that they had success with it. They deserved that success. If only all the guys from the sim world could get together and everyone worked on the parts they were best at, and the goal was total realism. If they made an arcade mode + a sim mode they would build the best racing title to ever have existed, it would be picked up for E-Sports and would sell millions and millions of copies. Just do it already, devs!
Not to derail, but i saw something nice in our newspaper (Sweden) where they will have Swedish Championship in "virtual motorsports" and they said "no we are not E-sports because the difference is that in virtual motorsport you can put the contestants in a real car and they know how to drive it because of the years of sim racing. In FIFA the people playing it doesnt have to be good football (soccer to you yanks) players in real life. So virtual motorsport is quite different from other E-sports". Pretty nicely put.
