Thx for the answer but I checked it out and have all answers I was looking for. It is like that :
The AI ALWAYS runs hard tires.
In training session the AI (most of them) is starting with little fuel for the first stint. In the second stint there is a variety of ways the AI acts. Some are running almost full fuel load some just 50% others again with little load. A good mix in the training session.

In QUALI the AI is just using little fuel load.

As you can see he started the race with 96,8 % fuel load. This is 100 % as the warm uplap is already done, even you are going to skip it.
There are some things to take care.
You need to run races on time NOT on laps. If running on time the AI will always start with full load.
If you run a session on laps where the AI is forced to make a pit stop for fuel the AI is using different strategies. It will end up in a chaos as some are just pitting once or twice as some are pitting 5 to 6 times (this was tested in Barcelona running 48 Laps).
