I don't see a region or json file for your skin....not sure if that makes a difference or not.
I don't click refresh to get the car to show because that usually creates a mas file...I put mine in the folder manually.
I use the arrow top left to go back then go back in and my skin shows.
Starting to feel like the blind leading the blind now....not sure I can help further. It doesn't look like you're doing anything different

It's weird, I've always done them this way and never had problems before.
I notice it creates a JSON file if you use the editor bit, right tab, add a colour flake or something.
Still the same result.
Weird thing is it works fine now in single player.
Cleared out the server files each time too.
I might just give a teammate the dds and see if he can use it...in theory I should be able to get it from the server...I think
I don't skin cars much now since they added the materials bit. I don't understand well enough.

+1 I have this issue as well as many others on our league. It has started happening since the BOP update for the GT3 cars. Hopefully S397 will shed a light on this and fix asap.

Btw, nice to see my app in the wild Andy For anyone wondering looking at the video: the app Andy uses is just triggering a Steam.exe -applaunch 365960 +connect=<IPORT> and is not interfering with anything else.
It's a great app. Perfect for having loads of presets for vr ready to go at the click of a button and also jump straight into your servers.

@Andy Bonar just tried to replicate your problem. And unfortunately I get the same result, with or without rcd file so thats not a solution. Basicly I think they forgot to add that DEFAULTTEX_WHITEA1_DXT5.BMP to the v.1.78 car.mas file or in the v.1.79 car-upgrade.mas file. Dont think others than s397 can fix that.

Unfortunately, its becoming part of a running joke as to what will get broken on the next update :-(
I don't think this is recent or related to the new GT3 BoP, as I did a skin for a GTE league around Christmas and got the same. However, the league organiser made a skin pack and the problem went away, so it's to do with loose skins (if that's what they're still called) and the new UI (because the old UI never exhibited this problem).
I have tested with another car, peugeot 207, using my usual method, and it worked for me.
But that doesn't prove that the problem is confined to GT3s, or just GT3s since the latest BoP, as it happened for me with a GTE car.
Yes, I think the whole livery system has been a mess for a while. One week it works, the next it doesnt
I also get this error with my S397 GTE skins. So nothing to do with the bop.
Probably that beta UI we're forced to use..
