Can't help you with this one, I haven't driven the Renault 3.5 yet. You need to download the Renault 3.5 v1.1 update that was released with the other three content files. People have been having the best luck with the new 12.1a pre-release ATI software. Just hit the "Host" button in the launcher and that pulls up the dedicated server app... is that what you mean?
Q4 - no you cannot host and play at the same time from the same instance. You can, as suggested, fire up a dedicated server and join it on the same machine though
1. Do you mean you can't see the tyre temp numbers or the tyre temp colors? Because if you can't see the colors, then it's a known problem that can happen with any car on any track, and appears to be totally random.
