It looks like its a very old version of the game trying to run a newer track, so all you see is the vertex colours on the grass.
Where did you download it from?
You should set them to what the actual wheel base is, I imagine setting them to zero will cause some other issue.
Is wheel base set correctly in the hdv?
What are your computer specs?
You're probably using a 64 bit version of windows, so choose the x64 and I guess repair, maybe uninstall and re-install if it doesn't work.
I don't think it matters, unless your planning on adding new paths to tracks.
AO is a separate map now, check the new material editor, and look for l2iblcar and it should show everything.
You could try removing it, and making a new one.
Does the mod have a talent file(rcd)? Maybe the settings in it are messed up.
I don't think you're able to modify the veh file with an upgrade.
Are you missing the xsector2 gmt?
The mirror position just needs to be set in the right spot, and for 99% of cars, it's not.
I don't think many cars have their mirrors set correctly for the self in rear view option to work.

Look at the skip barber in the devmode folder, you'll want the TrackConfigBase file to force the upgrades on certain tracks.

Just select the last waypoint, there should be an option called cap end of extension or something like that.
