Just the CPU, overclocking GPU and memory is, from my experience, usually a waste of one's time as gains are not significant enough.

That's simply not true. It doesn't matter what content I use, I have lost 30-45 FPS.
EDIT: Just tested, without single setting changed.
PP effects are at "none". Aggressive threading makes no difference. I haven't changed any video settings after going to DX11.
After the DX11 update my performance has gone to shit, I've lost around 30 FPS, at least. CPU usage hovers around 25-50%.
